I've never had any problems with things timing out. The dynamic pages
can get slow at times but I think this is a CPU issue. All the OSDN
stuff is being moved to a new server complex soon and rumour has it
there will be some upgrades going with it.
If you know what you are after you can skip the eye candy and download
directly from http://download.themes.org/
Changing the site theme to something lighter can help too.
