Hi Jill,
as I only receive the digest you might have got your answer already,
but in case not here the info which works at least up to SuSE6.4:
SUSEs' central config file /etc/rc.config contains an entry called
DISPLAYMANAGER. If this entry contains a value SUSEconfig will
set your runlevel to 3 (see also comment and entry CHECK_INITTAB).
Just clear this entry by editor (DISPLAYMANAGER="") or using YAST
and run SUSEconfig.
