I was delighted to see this worked last night:
I ran YAST
Located the variable, DISPLAYMANAGER
Rather than set it to "", I set it to "console" which is one of the 3
options (it was previously set to "kde")
I left CHECK_INITTAB to "yes"
I let YAST reconfigure...
I checked /etc/inittab and sure enough it had set the default runlevel to 2.
Just to prove a point, I rebooted (I'm not after runtime brownie points) and
the login prompt soon appeared without X running, which was what I was
after.

SUSEs' central config file /etc/rc.config contains an entry called
DISPLAYMANAGER. If this entry contains a value SUSEconfig will
set your runlevel to 3 (see also comment and entry CHECK_INITTAB).
Just clear this entry by editor (DISPLAYMANAGER="") or using YAST
and run SUSEconfig.
