The 10.10.0.0/16 says its a 10.10.0.0 network 16 says anything on the
last 16 bits i.e: 10.10.0.1 -> 10.10.255.255 is fine 

on the other hand

10.10.10.70 is not a network (networks end in .0) its a host IP and 32
bits indicate that the network is 0.0.0.0 so thats why it spits the
dummy i.e: Everybody.

So if you want to have the host IP 70, then 10.10.10.0/8 for range of
10.10.10.1 - 10.10.10.255 is the way to go IMHO I think thats close
to the mark.
