public_html should be created when the user account is created
either by hand or by being added to the skeleton user.
windows cant understand unix permissions very well and permissions
are always a cause of much stress especially when dealing with
users html directories.
anyway, just add public_html to the user skeleton and in one simple
step, youll have solved the problem =)
