To answer my own question, to make the Suse Help icon work;
first i edited /usr/bin/hilfe so that if went to the correct path and
file on the local system, then
second I directly edited /etc/SuSEconfig/profile and commented out the
two SUSE_DOC_HOST lines even those it asks you to make those changes in
/etc/rc.config, but making the changes there has no effect on the
profile.
Finally, my browser now shows a page in German, which is absolutely no
use. Only the Linux Howto'ss are in english and some other links don't
work either.
