You've mentioned ip_masq_icq -> good, that's most of the answer.
You also need to increase the UDP timeouts (check google for this, I forget
the details).
Plus, you need to tell us which version of ICQ you're using so that we can
say, "Ah, they've changed their closed protocol again and we can't tell you
what to do."
