You join their Developer program a company I used to work for did this.
The company was on the developer program (may cost but I'm not sure) and
they got hardware at 50% inc a RS6000.
Essentially you are saying "I/we develop/port software for IBM platforms"
In our case it was developing software that ran on AIX. Because of the
language
we used (I4GL/D4GL) no work had to be done to take it to another platform
:-) easy..
