The effect was the same - blank screen, but the page info was different
with "Layer" after "Layer" after "Layer"...

I would suggest that they are only liable to commercial accessibility
standards, but the case against SOCOG was a telling one.  Does anyone know
if the plaintiff in that case actually got his damages.
