The web browser Opera is available for Windows and Linux and has the
largest settable font size of any browser. This was done specifically to
cater for visually impaired users, see;

It also can zoom for those with really bad eyesight.
Opera does not display all pages as nice as Netscape or M$ Explorer but
has better disabled support.
