I spoke with Optarse and they said that they have no plans at the moment
to open up their modem interface outside of their own network. They have
just launched Info2You which is free until some time into Jan but you
still need an Optarse mobile number to register to use the service.
Qpage does SNPP over a network from SMS client to SMS interface server.
Mobilenet does TAP, aka IXO, aka PET on its interface, but I think you
will find that Vodafone uses a proprietory interface protocol.
