Is it commented out or aliased to `off'.

Mozilla 0.6 has IPv6 support turned on by default (or you are using
the Debian version which explicitly turns it on).

The machine hosting your email address claims you don't exist for some
strange reason (5xx code) so mailman goes "ah, another phantom" and
drops your subscribtion attempt on the floor.
