Depending on which daemon you uses.  For wuftpd, you have to change
/etc/ftpaccess (details in
/usr/share/doc/packages/wuftp/ftpaccess.anonymous).  For proftpd, config
file is /etc/proftpd.conf, and there is a section at the bottom of the
file for controlling anon access.

/usr/local/ftp - the config files don't tell you that - it's the home
directory of user ftp :-)
