Why?  Get used to transparent proxying - its a way of life when you really
do NOT have the bandwidth to support your users direct fetching everything
due to ignorance.  A transparent proxy is far more polite than completely
blocking port 80, thats for certain [which other "proxy enforced" ISP do -
that behaviour breaks non-proxy-aware applications, like MalSync on Palm
Pilots].

It shouldn't be a problem if they're using WCCP.  WCCP provides a method for
deactivating the transparent proxy if the web cache fails.

Telstra won't remove the transparent proxy for BP:A customers because its a
logistical nightmare.  You have a LOT of users, all trying to download
similar sort of things, with poorly configured web-browsers.  Lots of
webbrowsers directly hitting sites requires a LOT of external bandwidth,
whereas a transparent proxy can be close to those machines, and they can
save a lot of external bandwidth on static content.  This helps them
maintain an acceptible level of performance.  'nuff said.  If you don't want
a transparent proxy, wait for BP:D to provide ADSL support.
