All web servers are 'URI enabled' ... it's part of the HTTP specification.
I've *never* seen a web server that does not decode URI escapes :-)
Can you provide us with the exact error message that illustrates the problem?
I have submitted email addresses and domain names with '.' in them, from
a variety of browsers and platforms without problems.
