Please, do not lecture me. You could start by getting *your* facts
right.
ADSL's primary IP transport is carried over PPP over Ethernet (PPPoE),
which does not use DHCP, but its own IP resolution system. It doesn't
use leases, and it doesn't have anythign to do with DHCP. The IP is
considered to be availible again when the PPPoE connection breaks.
PPP has mechanisms availible for static IP addressing. I have not
seen and have not heard of any ADSL solutions in Australia that use
ADSL modems direct IP bridges.
Cable is just a network bridging solution, and you run your IP direct
over the cable system - DHCP is used to allocate IP addresses, and IP
addresses are allocated using leases since there is no actual active
connection availible to use as an indication of connection-death.
