If you want to compile it yourself,

  ftp://mirror.aarnet.edu.au/pub/linux/kernel/v2.2/

(whichever mirror you use, it's usually around there). Otherwise, if you
need RPMs, have a look on rpmfind.net (I'd *highly* recommend only getting
ones from your distro vendor though).

It depends on what needs to be administered... If it's just going to be an
incredibly minimal firewall setup, you may find that he never needs to touch
it. There aren't many "pretty frontends" to the serious networking stuff,
but for other services you can find some useful stuff.
