Well I did some hunting and the choices came out at LPU, Groff, LaTex,
Postscript and Lout.
The winner seams to be Lout. It has the complex table formating which I
required, a little bit of graphics, a little bit of colour and you can
insert graphics. It was also written by an Australian at the University of
Sydney.
If you are after a tool to write Postscipt check it out. It has great
documentation and is very quick to get started.
