No, this has nothing to do with it.  Masuquerades are a one way
operation - the reverse part is done transparently, and don't require
rules.

In fact, a -b would leave his network wide open for attack through the
router.

Personally, I can't see anything wrong - but without information about
routing I can't really tell anyway.
