You *could* try:
surfing to http://mirror.aarnet.edu.au/pub/debian
download a current ISO,
burn it onto a CDROM,
install it over RH7,
apt-get install perl,
CPAN -whatevertheoptionsaretoinstall DBD::Msql DBD::MySql DBI
