make a empty .icewm/toolbar file:

    % touch ~/.icewm/toolbar

i don't think this is possible.  looking at the preferences
file, the only option i know of to position the task bar is
this:

    #  Task bar at top of the screen
    TaskBarAtTop=1 # 0/1

i'm not entirely sure this is correct, but try modifying the
themes/whatever_theme_you're_using/taskbar/linux.xpm file
