Which version?
CIO-DIO48H.1.2.tgz seems to have a corrupted Makefile.orig or corrupted
tgz.
For CIO-DIO48H.1.1.tgz, I cp Makefile.orig to Makefile and ran make and
everything was okay. It produced diotest.
Then I read the README and ran make depend and had a whole pile of
different errors

Try just running make before running make depend and see if diotest
works okay.
