Alternate cunning plan: apt-get install xringd. Then fiddle.

xringd monitors the modem for RINGs. You configure it to recognise a pattern of
rings, and launch some random action. Can be tricky if calling
internationally or through a PABX (though you can always set the pattern to
trigger on a single ring). I used it for a couple of years to trigger a dialout
(so I could ssh in to my box when away from home); a function my cable modem
has rendered obsolete.
