Thats a very sus connection speed - suggests one or the other has 
decided on 28800 as the max speed possible.  Does either modem 
have non default setup strings? 

Also one of the modems may be doing a non-gracefull fallback from 
V.90 to old V.34 (28k8) when the V.90 handshake fails. Have you 
tried setting both modems to connect at V.34 with an upper limit of 
33600? ie the AT+ms=etc etc command for rockwell modem?
