from a shell try typing the following :
telnet to pac.xxx.yyy.zzz.au 80
GET /schools/schoolid-xyzetc.pac
This should return the content of the pac file. look for the PROXY
www.xxx.yyy.zzz:1234 DIRECT line and that is the proxy address and port number
