Fixed:

I still don't understand why it worked this time and not the three times
I've tried it before, but this time invoking the window manger
configuration in the middle of the gnome control panel and turning the
four workspaces off, followed by a restart of X (cntrl+alt+backspace)
fixed it. Perhaps I parted my hair a different way today {:-0.

As I understand it, gnome was running four desktops/workspaces and
sawfish was running four in each of those.
