The FTP server is configured by default on Redhat to log the hostname, which it has to look up from the IP address. To fix it, either configure DNS properly for the host with CuteFTP, or put an /etc/hosts entry in for that host. The timeout will eventually happen, and then you will be able to FTP normally. The same timeout will apply to email and other connections, so you should fix it.
