In Debian, you can pretty much rely on library packages being called lib*
and development packages ending with dev. If I'm searching for one of these,
I'd try 'apt-cache search lib gnome dev' (which actually returns quite a
lot, given GNOME's use of shared libraries).

No, but I've heard very good things about gIDE and Anjuta.

There's an xemacs-gnome, but those packages are only in sid (and perhaps
woody).
