Well, I'm not Debian, but I think I can answer your question for him/her/it.
dpkg -i <package>.deb
or, if you don't have the package handy (or if it's hiding in your apt cache
and you couldn't be bothered tab completing your way in there):
apt-get install <package> --reinstall
Pants off.
