There is a hardware solution - it's called a Packet Shaper. Basically, it allows you to assign a priority to in/out packets of certain types, so you could assign a lower priority to, for example, http packets... Not cheap, though. I have heard that there is a software-only version of something similar, but don't have any details on it. However, google might.
