The difference in cost and value do add to the confusion, however the ability to compare different projects in person-hours would be of interest and perhaps even valuable in itself. To be able to say more person-hours have been spent creating program suite X then building the Sydney Harbour Bridge may allow some understanding of the effort required to create good/bad software, and allow comparisons of efficiency between (teams of) programmers, and programming languages.
