Usually an indication that you have the wrong settings on bttv and/or
tuner.

Australia is PAL, unless you have a NTSC video player from somewhere.

I usually use xawtv to test any new installation.

Also, one you get working options for tuner and bttv, make sure you
write them down and store them safely.
