Possible solution from http://www.rain.org/fom-serve/cache/21.html

When you retrieve e-mail from RAIN networks, the system creates a
lockfile. A lockfile prevents corruption of your e-mail. When you get
this error, it means that you tried to retrieve your e-mail sooner than
2 minutes from your last e-mail retrieval attempt. You have not given
the system a chance to unlock your mailbox. In fact, e-mail retrieval
should not be quicker than 5 minute intervals between retrievals.

If this is not the case, check for lock files in case its been left
locked.

Mailboxes, usually, are 660 for user:mail (eg tgreen:mail). You
certainly DO NOT want any group access and the execute bit is not
required as these are not scripts/binaries to be run.
