Stupid question, but I guess you've got all the updated utilities that
2.4 needs?  Specifically, a version 2.4.1 or later version of modutils,
that understands the new layout of the modules directory?
modutils 2.4.0 had a bit of a bug that caused problems with USB
modules.  If you've got this version, try upgrading.

I'm using the hotplug package.  I'm not too sure about other distros,
but on debian it tries to load the controller modules for you.  I don't
have any references to usb controllers in my modules.conf.  Might be
another thing to try.
