If it was electrical brownout/surge etc you should consider replacing the 
computers power supply as well.  Even though it's still working it will 
be more susceptable in future electrical events and much more likely to 
lead to fried motherboards, disk boards, etc.

And yes, definitely get a UPS (with monitoring). Starting price for such a
unit (eg Sola 305) is about $180.  You don't have backup and can't afford
tape? At least setup rsync to perform regular data backups to a remote or
second local machine.
