As it happens, this was just mentioned elsewhere: http://fwbuilder.sourceforge.net/ iptables will do what you want, but it's a very raw method of defining firewall rules. I (and many other sluggers) use it directly every day, but having a good user interface to build your rules - at least an initial template - is far faster (especially if you don't have a cookie-cut network to deal with).
