The ATO did not write the software but 'outsourced' it

They are in gross breach of both the National Archive standards as well the 
Human Rights and Equal Oppurtunity Commission guidelines.
They are also in breach of Disability Discrimination Act

They know all this.  I have have discussions with them to release their data 
scheme so people can write a GPLed package and they would not have to worry.

But is was all too hard.

All we need is for the ATO to use the NAA guidelines.  It's easy after that.
