Although theoretically this should look the password up in the /etc/passwd 
file there still has to be some sort of entry in /etc/ppp/pap-secrets. 
There's some magic you can put for the password like "*" from memory but 
just as a test, put the actual password in at both ends.

Exactly, somehow ppp isn't looking up the passwords correctly.
