Debian 2.1 is rather old. I'd suggest at least trying to install Debian
2.2 (Potato) before investigating this further.

If that's not possible, maybe you could try partitioning with fdisk
instead? The Debian installer allows you to get a prompt by pressing
Alt-F2, which you can then manually run fdisk from. Apon returning to
the installer (with Alt-F1) you can then skip the partitioning step and
resume the installation.
