Mandrake uses cups for printing by default.
I think urpmi cups will install everything you need

You can actually configure printers via the web interface
http://localhost:631

You'll need samba configured on your Mandrake box, and be able to access the windows 
box through samba on your network.

smbclient -W workgroup -L windowsbox -U username

The command printtool (a link to printerdrake) should work too, and actually (on 
Mandrake 8.1) checks for installed packages, and asks to install them if they aren't 
installed.

That should point you on the right track
