How much do you wanna spend?

Put in an ISDN service, arrange with your ISP to have one at the other
end, buy a decent router and have the ISDN act as a dial on demand backup.

And no, it's dead easy to setup. Not real cheap, though.

I believe some ISP's who resell ADSL already have a dial-up backup
solution in place - maybe you should change ISP's to someone like Pacific
Internet {who I know have the above mentioned backup solution}.
