I'll check the count to see if it ever changes.

Do you mean that actual hardware of the card could be broken? 
What tool can I use to confirm that? 
How can I check that packets are going to the 10baseT interface and not
to one of the other interfaces on the card?

I tried running Arp, but it doesn't show any entries linking the IP
address to the hardware address. I tried running tcpdump, but it just
shows no packets exchanged. I worked through the LDP "Network admin
guide" on the weekend, so I have some of the technical vocabulary I
need now.
