I've missed the start of this thread, but if your woody install is looping
around tzconfig and then back to asking for a password, it is almost
definitely from bug #145434.  You probably got your version from when it was
broken.
There's no need to hunt it down yourself, you can simply upgrade base-config
to the latest version underneath the install and it will work.
e.g. put
http://ftp.au.debian.org/pub/debian/pool/main/b/base-config/base-config_1.33
.18_all.deb on a disk.  After the base install you can install in /target ;
from a command line 
chroot /target
mount /dev/fd0 /mnt
dpkg -i /mnt/base-config.deb
umount /dev/fd0
exit
continue as normal ...
