I have just migrated our test server to RH7.2 and am confused regarding 
xinetd and tcp wrappers.

I have a /etc/hosts.deny file:

ALL:  ALL

The /etc/hosts.allow file is thus:

in.ftpd:  172.30.65.0/255.255.255.0

in.telnetd: 172.30.65.0/255.255.255.0

However, it seems that all networks can ftp and telnet. If I comment 
out the lines, nobody can ftp or telnet which proves that ftpd is using 
the wrappers process.

Looking at the doco (man pages) it seems that there has been no changes 
from the previous version RH6.2. 

Any ideas ?

BTW: ipchains/iptables is not an option here
