I've done something similar to this using procmail and just sending Ctrl-G
to an open terminal. Wrote a script that checked for tty's open by the user
and picked one. This caused alot of beeping though if there was lots of
mail.

Also had something else setup at one time that used mailstat to check the
procmail .maillog file, save the output in /tmp, periodically diff the
output of the current and previous checks, and beep/play sound if there's
new mail.

Don't know if this helps you at all though - ie if you're not using
procmail...
