Actually, I had a problem like this at one point on Intel. If I had mysql
running when I tried to start apache with PHP, apache would die immediately.
I was just mucking around, so I never pursued it, and these days I use
postgres.

I found at the time that if mysql was started AFTER apache, everything
worked ok.
