On debian systems:
   /etc/timezone should contain
                 Australia/NSW
   /etc/localtime should be a symlink to /usr/share/zoneinfo/Australia/NSW
   /usr/share/zoneinfo/localtime should be a symlink to
   /usr/share/zoneinfo/Australia/NSW

Then if TZ is unset, glibc will use whatever /etc/localtime says the
timezone is.
