Either buy expensive fans that are guaranteed to be quiet, or start
experimenting ( a fan that is quiet outside may not be quiet inside -
standing waves off obstructions).
Give consideration to providing both ingress and egress ports for the
air (i.e have as much sq cms of inflow holes as out flow.
If you have any skills, you might like to fabricate tubes that force air
onto heat sinks, etc.
