Personally, I use apt-proxy:

deb http://slinky:9999/main sid main contrib non-free
deb http://slinky:9999/non-US sid/non-US main contrib non-free

And I have apt-proxy configured to pull from debian.ihug.com.au,
public.planetmirror.com and mirror.aarnet.edu.au.
