Plug for a friend http://www.quost.com.au $11 a month or $110 for a year for decent hosting on either 2k or Linux.
There is also a section on there to register a domain as part of the sale and .com, .net and .org are $25 a year (all prices $au). Cheap dialup would be TPG for the sydney area $17 a month unlimited usage or you could choose an hourly rate plan but $17 a month ensures no suprises.
